About Security
Ensuring the safety of public water supplies is RCWD's top priority. We have increased security of our water and wastewater systems, following recommendations from various agencies including the American Water Works Association (AWWA) and the California Office of Emergency Services (COES). These agencies advise water and wastewater systems to guard against intrusion, review emergency response plans, and increase vigilance. RCWD has taken these steps and more.

Although experts say water and wastewater systems have a low relative likelihood of experiencing terrorist acts, RCWD has implemented additional security efforts including multi-methods of controlling access to our facilities. RCWD uses a multi-barrier approach to safeguard the water we provide to consumers. We continue to work with federal, state, and local law enforcement and utility organizations to assess potential threats and minimize risks. In the event of any unusual circumstances, RCWD would immediately cut off the water source, determine the source of the problem and issue appropriate public notices.
